Crisis management in the face of flood risks: a case study of September 2024 in Poland and recommendations for solutions to improve the system

ABSTRACT
Objectives:
The aim of the study is to propose solutions to improve the crisis management system in the face of flooding.
Material and methods:
The authors undertook work to examine the opinions of selected representatives of local government administration on changes in the crisis management system triggered by the materialization of the flood threat. The article presents the results of research conducted between November 12, 2024 and December 5, 2024 in municipalities that experienced flooding in September 2024. As part of this qualitative study, individual, in-depth telephone interviews were conducted.
Results:
Respondents indicated the need to introduce numerous changes in the crisis management system, including changes in local spatial development plans, comprehensive water monitoring systems, including reservoirs and rivers, and legal changes in the Crisis Management Act.
Conclusions:
The crisis management system requires continuous improvement and adaptation to changing technological and social conditions. Based on experience, it can be indicated that changes to the crisis management system require actions at the level of law, organization and greater use of technology.
