ABSTRACT
Objectives:
Presenting the origins of Polish e-government is key to understanding the processes and changes currently taking place in the transformation of public administration towards digitalisation. This paper discusses the most significant legal acts that have shaped the current form of e-government and highlights the directions in which this area is expected to evolve by 2035.
Material and methods:
The paper employs the historical-legal method to examine the origins and evolution of the digital transformation of public administration, based on the original legal regulations and their subsequent amendments. The dogmatic-legal method is also applied through an analysis of the legislation currently in force, case law, and doctrinal views concerning the transformation of public administration into e-government. The paper also draws on statistical data published by the Ministry of Digital Affairs.
Results:
Contemporary e-government is characterised by advanced technology and the growing use of digital tools in administrative law. Its ongoing development includes expanding public e-services, electronic communication, interoperable systems, trust services, and the gradual automation of administrative proceedings.
Conclusions:
The current state of e-government is the result of a planned and consistently implemented strategy. Polish public administration is expected to evolve towards a predictive and proactive model in which a substantial proportion of public services will be delivered automatically, without citizens having to initiate administrative proceedings.
